Am I considered a reapplicant?

I submitted the OPTOMCAS app to NECO last year (2021-2022) but the app was undelivered b/c of a transcript error. I ultimately decided not to fix the transcript error because I felt that it wasn't the best time for me to apply so the OPTOMCAS app was never verified. Would I still be considered a reapplicant if I submit to NECO this year?

I would understand if you described what happened to claim you are not a reapplicant.
