The qualification for SOAP is determined/confirmed by NRMP on March 9th.

So, this doesn't say anything about your eligibility and you should wait until then. Supposedly, EVERYONE (regardless of match status) will receive an email telling them whether they are SOAP eligible or not then.

For FMGs/IMGs, if you are ECFGM certified by the week of March 5th, then you should be eligible (unless you have other issues). I'm not sure what the exact date is (but is between March 5th and 9th). If you are not ECFMG certified, then you won't be able to participate.

Answer is a bit late, but I don't think it matters. Whether you submit an empty rank list, a rank list with random programs on it, or no rank list at all, you'll still end up in SOAP. If you qualified for the match (i.e ECFMG certified by today) then you'll qulaify for SOAP, as long as nothing changes (i.e. you don't fail out of medical school). If you weren't ECFMG certified by today, then you get ~2 more weeks to do so.

You don't need to be ECFMG certified. If this were the case, then all IMGs in their last year of med school wouldn't be able to participate, as ECFMG certification requires graduation from med school.

Your school's dean's office will need to confirm that you WILL graduate on time.

Actually my understanding was that dean's offices of international medical schools don't have direct access to NRMP (like US schools) to verify credentials and that's one of the reasons for existence of ECFMG. (I could be wrong on this one too).

However, you are correct! You don't have to be ECFMG certified but you must have passed the required examinations for certification (i.e. Steps 1, 2CK and 2CS) by the week before Match Week to be able to participate in SOAP.

The following is the quote from NRMP:
"The NRMP will contact the ECFMG® again before Match Week for verification that graduates/students of international medical schools and Fifth Pathway program applicants who registered for the Match have passed the required examinations. If your status is VERIFIED, you will be able to participate in the Match Week Supplemental Offer and Acceptance Program (SOAP) and will have access to the List of Unfilled programs. If your status is NOT VERIFIED, you will not be able to participate in SOAP and you will not have access to the List of Unfilled Programs."
