Is this the correct order for amine basicity? With respect to the number of ALKYL groups on the nitrogen.

Secondary amine >> (more basic) > Primary amine > Ammonia > Quaternary amine

If this is right, why is a quaternary amine the least basic, since it has the most number of electron donating methyl groups and should therefore be the most basic?

because there's no lone pair available to abstract a proton and thus it's also got a positive charge on it....a positive charge wouldn't want to take a proton very much
