Do applicants (who are undergraduates) need to send their official transcripts to AADSAS when they summit application? or, do they wait until the applicants to finish with their schools and then ask for them to send their official transcripts? Which one is correct?

you will need to send your transcripts to aadsas at the time you submit your application. some schools may also require you to send them an official transcript, but it depends on the school.

I agree. I sent official transcripts to AADSAS only. Several schools later requestion "official transcripts", but when I called them and asked if they needed transcripts other than the ones from AADSAS, they said they would accept the AADSAS transcript.
