I think the answer to this is :

PYRUVATE CARBOXYLASE coz In Gluconeogenesis Pyruvate is first Carboxylated to Oxaloacetate , which is then converted to PEP by action of PEPcarboxykinase.

the conversion of Pyruvate to OAA is irrversible step and is RATE limiting step....
