anesthesia... is it too late?

i am an american citizen studying med school in canada. i got matched into family med at McGill university.

i became interested in anesthesiology a little bit too late and didn't have time to apply this year. can anyone tell me if i can apply for a PGY-1 position next year in anesthesia even if I am already in a program? what is a transition year anyway?
