Angle 1 is clearly the smallest. You only think angle 2 is becuase it has the smallest bottom arm. you have to only focus on the "point" of the angle and cut off the remaining lines in your head.

This problem is made a lot easier because each answer starts with a different angle choice.

To me 4 looks obviously larger than 1 and ambiguously larger than 2 and 3. That narrows it down to C and D. 3 looks obviously larger than 1. I'd go with C.
