ANKI and ITouch 3rd G

Are you able to put the ANKI program onto an Itouch 3rd G?

If so do you have to use a mac or can you use windows?

Do you have to pre-make the cards on one of those 2 computers or can you make the cards directly on the Itouch?

I think you would need to purchase the app from the website or the itunes store (I remember seeing the app on sale); however, if you just go on your browser and use the online anki, that should work just fine?
