Anki Image Occlusion Question

I am trying to create Anki cards based on algorithms for Step 2. I want to be able to use "progressive disclosure" of the cards but I'm not sure how to do that in image occlusion with the options available. For example, for answering the second step of an algorithm, I want it to show me step one obviously so I know what information I already have and try to figure out what to do next. Any thoughts? Or is it just easier to do this on paper?
