Another CA intern hour questions

Hi guys, seems like there are numerous posts about CA intern affidavit form. I just couldn't find the definitive answer. So if anyone has any experience, please help me.

I'm currently a out-state student at NY. NY state board of pharmacy stopped collecting curriculum hours from schools (APPE +IPPE). Schools usually tell the state board that this student has completed x amount of hours. The only time student are required to fill out a intern hour affidavit form is when they want to take the compounding exam early. (which NYS requires students to work as an intern--ie. not through school rotation.)

Therefore NYS defines intern hours as: hours worked besides rotation (IPPE & APPE) or hours you get paid as an intern
APPE & IPPE = curriculum hours

My school says preceptor who sign this form are committing a fraud. Because intern affidavit hour = hours as paid intern. APPE/IPPE = curriculum hours (not qualified for NYS intern affidavit form)

1. I never worked during my pharmacy school career. The only intern hours I had is through APPE & IPPE rotations. Can someone please define 1500 intern hours per form 17A-29?
a. Does APPE and IPPE rotation hours done with NYS intern license qualify as 1500 intern hours?
b. My school sends out a letter verifying that I've completed 1690 (1440 APPE + 250 IPPE) required curriculum hours. Would the letter sufficient enough instead of the 17A-29 form? (My friend graduated last year said CA doesn't take that letter, is that true?)

2. I've started collecting some affidavit form from my preceptors, and I like to have a few things clarified:
a. One rotation I've done in a hospice, the pharmacy service there does not have a pharmacy registration number. Should the preceptor leave the registration number empty?
b. Would hospice rotation qualify as "pharmacy practice experience substantially related to the practice of Pharmacy"
c. How about a rotation with managed care?

3. What are the time frames in submitting these forms? When should I start?

#1 Hours acquired from your IPPE/APPE rotations will qualify as the 1500 hours for the CA Pharmacist Licensure Exam application - the hours can be both paid (from Pharmacy intern work in a retail etc) or unpaid (APPE/IPPEs) is my understanding.

- The easiest way to provide proof of hours for your application is to have the NY BOP fill out the License Verification Form in Another State (17A-16) INCLUDING the hours you completed from your rotations on that form with their official seal and have them send it back to you so that you can mail that together with your CA Pharmacist Licensure Exam application. In the state (not NY) where I was at, the school sends all of the intern hours to the BOP after we graduate, so I requested my out of state BOP to fill out that form after my graduation to include my hours.

OR

- If your state BOP does not transfer hours ( which does happen sometimes- contact your BOP to verify), you will need to track down your preceptors and have them fill out the 17A-29 forms. I asked my preceptors to fill out a second form, preferably in blue ink, in event the CA BOP rejects a form - sometimes the BOP is nit picky if there's an error. It is great that you already collected some forms- try to get them all if possible ( at least 1500 hours) in case the NY BOP doesn't transfer your hours and you can send those in instead.

- Irrespective of whether the NY BOP transfer your hours or not, you will still need to have the NY BOP fill out the 17A-16 form to verify your NY intern license.

- I'm pretty sure the CA BOP will not accept your school's letter verifying your hours- it has to be either the 17A-29 forms or the 17A-16 form (License Verification forms). I would ask the CA BOP just in case.

For #2, the hospice and managed care sounds like it should qualify as the "pharmacy practice experience substantially related to the practice of Pharmacy" so long as it doesn't go over the 600 hours they specified- you're good. Don't take my word for it though - For this, I would definitely contact the CA BOP, since it is at their discretion, to make sure that it does qualify and also ask about pharmacy registration number for the hospice.

#3, Ideally, submit your Pharmacist Licensure Exam application right after graduation ( The sooner the better- I'm not sure if your official transcripts will state that a pharmacy degree was conferred with a graduation date if you tried to send it prior to graduation) with all your paperwork sorted out (Forms, Intern License Verification in Another State, Live scans, NPDB Self Query Reports, transcripts etc) and completed. Try to send it all in together ASAP since the CA BOP can take quite awhile in processing out of state students.

(Note: I think it takes like 1-2 weeks to get that NPDB Self Query Report and it might also take some time for the NY BOP to send to you the License Verification Form in Another State as well- so keep that in mind relative to the time you want to submit your application. )

Sorry for the long post and that I keep referring to the CA BOP, but they really are your best resource. If you have any questions, the CA BOP ([email protected]) is pretty good at responding back via email in regards to Pharmacist Licensure Exam exam applications I think. I often emailed them about my application and had no issues getting a response. Hopefully other people can chime in as well in regards to their experience. Hope this helps and good luck!!

Thank you for responding, as I found out several hours after I posted this post. Appears California has passed a new law (which I'm not aware of) stating:

"(d) An applicant for the examination who has graduated after January 1, 2016, from an ACPE accredited college of pharmacy or school of pharmacy recognized by the board shall be deemed to have satisfied the pharmacy practice experience requirements specified in subdivisions (a) and (b)."

If people are interested in knowing, I know cali schools definitely doesn't need this hour stuff anymore. I don't know why when I emailed the BOP, they failed to mention this new law update.
