another 'chances' question...help!

So I just finished my 2nd year at a UC school. My GPA is ehhh (3.0 both science and overall). I'm taking the mcat in august, and on practice tests have been scoring around 27-28. i've done volunteering at a hospital for about 3 years, have leadership positions at school, and will be 2nd author for a research publication. My question is this - should i go ahead and apply next year, with my gpa being around 3.2, or should i wait a year, to bring it up higher (3.4ish)? I really want to go to Western...

apply if you will have a degree at the end of next year. I'm not sure, but I beleive that western requires an undergrad degree.
