Aside from a full-tuition scholarship at my state school (US News 50-70 range), I'm assuming all other schools will not give me any substantial aid.

Importantly, however, the full-tuition scholarship is only guaranteed for my M1 year and afterwards is performance-based. As explained to me, the worst case would still allow me to at least maintain 10K a year, which would still make it 25K or so cheaper than the other options.

This is tough. I'm a big fan of Michigan, so I think for me it would come down to Michigan vs. State School.

What exactly do you need to do to maintain your scholarship at the state school? Can you ask about the percentage of people who keep the scholarship through all four years?
 
We need more information. What else besides cost is important to you in a school? All these schools have amazing opportunities and match lists. I would probably choose UM.
