ok, so... here goes.. this is a doozy..

previously in medical school... was dismissed... i passed some classes but failed too many. i started with personal problems and never had completely resolved them before i was dismissed. But I have now completely resolved the issues I was continually having. Am I totally screwed?? Do I even have a chance??

stats BEFORE being dismissed:
ugrad gpa = 3.1
sci gpa = 3.4
grad gpa for a masters of sci in electrical engineering = NONE
dat = NONE

after being dismissed
ugrad gpa = 3.3
sci gpa = 3.5
grad gpa for a masters of sci in electrical engineering = 3.5
dat = 21

My opionin...I think if you really want it you should do it. I think your numbers look fine, so it is all in how you present yourself to the schools. I would make sure they know the whole story, and that you can prove to them (via current work) that you are serious and can perform at a successful level in D-school. I dropped out of Veterinary Med for personal reasons after 1 year and am now making a career change to dental and have at least 1 interview so far. It's all in how you present yourself.

Total GPA: 3.69
DAT: 20 20 20

Not sure if you wanted mine or theirs.

Remember that an adcom's job is to pick people who a) won't change their mind and drop out and b) will be able to perform to a satisfactory level throughout school. They fail if you drop or fail out. This being the case, you will certainly carry the burden of proof on your shoulders that they will not be dissapointed in you if they decide to take a chance on you.

Also (and get used to answering this), are you genuinely interested in Dental school or are you applying now because med school is no longer an option, having failed out?
