Another NRMP Discrepancies

I noticed there are discrepancies between the number of spots available for the match in the NRMP directory (by calculating each program's quota) and the number of spots that are actually offered in the match (based on the Regional Statistics Report). Does it mean some programs didn't rank any applicants although they participated in this year match ??
