Can anybody tell me why some V.A. jobs for psychologists are listed only through the USA Jobs website while others are listed through recruiters?
 
Not sure if this is what you mean by recruiters... but my guess would be that because the USAjobs listings generally include job opportunities for civilians, maybe the difference is that recruiters are looking for people training to be psychologists in the armed forces?
 
federal regulations require ALL jobs, including promotions and person specific jobs to be listed on USA jobs.

so some jobs are non-jobs.

also some VAs have limited budgets to recruit.
 
It depends on where the funding for the job is coming from. There's a VA hospital near me that's affiliated with another medical institution; so jobs that are physically located in the same place get posted to USAjobs or the other institution's website depending on which one is supplying the money.

This is correct. I work for state government and the same is true.
