Answer 60-70% of the items correctly to pass Step 1

Does anybody know, definitively, why the percent of items we must answer correctly to pass step 1 varies from 60-70%? Is it because the number of experimental questions varies per form? Or, is it because the questions are weighted?

I know there are some very old posts regarding this, but there were no definitive answers. I was hoping somebody could shed some new light on this.

Nobody knows. It is probably due to weighting and experimental questions, because everyone gets a completely different test. It is veiled in mystery by the NBME, and it is useless to speculate.
