I don't really want to say until your case is decided and how the judgment is documented. The details are important, including when this incident occurred.

I don't quite know how Canadian hospitals would treat this, but if they wouldn't hire nurses with a similar citation, it follows they would not hire you either.

In the US, it is rare to see individuals brought to a legal judgment on HIPAA, but I will leave it to faculty to comment on this.

So that said, you may have to wait a long time, and there is no guarantee that you will be able to practice.
 
I think another question would be, if you want to go practice in the US... do US hospitals look up stuff from Canada? You may need to just move to US. That's going to take some investigation, but I can't find anything from a cursory search online.

As far as disclosing information that is not 100% directly asked, that is going to be up to your own personal integrity. Sometimes people have to follow the letter of the law, even when the spirit of the law should apply. I believe as much in full-disclosure and integrity as much as I do in the right to not self-incriminate, so those can sometimes be opposed, and even if someone sympathizes with you and wants to let you off, they may be forced otherwise. So justice is not served.

If you've learned from your mistake then that is the best outcome from the situation, wouldn't open my mouth on it ever again. You are already being punished enough by being outlawed by one entire country. If someone specifically asks then that is a different story.
