According to me it is due to Decreased Solubility. This is due to formation of fluorapatite instead of hydroxyapatite. Fluorapatite is a strong crystalline structure and is almost insoluble.

it should be either (3) or (4).floride does not promote remineralization.

Sorry Dear I completely read the question wrong......actually I answered the most likely mechanism.....but the question was the least likely....

Ok SO according to me the least likely is 5. Activation of plaque polysaccharide hydrolysis........

Because Fluoride has all of the other functions because Fluoride does play a very important role in :
IOn exchange, decresed solubility, and it surely does take part in remineralization.....and if it is present in amounts of 1 ppm at the time of enamel formation then it forms hard and less soluble fluorapatite crystals.....
 
I agree that the correct ans is 5 but how does it promote remineralization? Any reference or explanation?
