Getting a different IP is not hard to do. They should report him to his ISP, then if he gets a new one, ban him again, on the third try sue him for abuse of the SDN system and subpoena his ISP for his personal records. Once the case prevails, he will be filling that extra AMCAS box for criminal record. If he is in medschool his medschool should be notified of his behaviour as well as his state medical board. I am sure there'll be a good number of law students willing to do it probono so SDN does not incur any costs.
