It was aerosolized carfentanil. Used in large animal veterinary practice due to its extreme potency. The sad thing is that many of the innocents could have been saved with narcan if only the Russians had shared what they used with the first responders.

I read an article recently about how the KGB and now FSB has a very vibrant division that researches fun ways to poison people. It started when there was an attempted assassination on Lenin and the bullets were coated with curare. This led to Lenin forming the poison research center known as the "Kamera" (translates to the "Chamber"). They are constantly innovating ways to poison people, such as ricin in the tip of an umbrella

(I'm sure our intelligence agencies have similar divisions).

You used to be able to get sux powder. It was common for bow hunters to coat their broadheads with it when deer hunting

VX makes sense if the women had premeditated themselves with 2PAM/ atropine. Otherwise I can't surmise how they would have it on their hands and not succumb to the effects

That was my initial thought. A binary agent, each woman has one part, minimize exposure for them.

Now, I wonder if the first had the VX, premedicated with atropine and pyridostigmine and maybe something else. Then after a bit of time, the second comes along with water & bleach on a cloth to try to degrade the VX remaining on the face to reduce the chance of discovery of the agent. The fact that only one of them apparently later showed symptoms may support this.
