You can submit now. Your references have to submit before March 1. Once you submit you can't change your references tho

I would hurry and send in your PharmCAS application so they can hurry and verify it. It took them 11 days to verify mine.

Deadline means your references have to submitted and transcripts arrived to pharmcas. Not necessarily approved.
