Is this a new policy of the AOA?

Not according to the accreditation procedures effective October 1, 2006:

Try page 48. It lists the procedures whereby "A free-standing COM having accreditation status from the COCA as its institutional accreditor has
the option of offering instruction at a branch campus owned or operated by the COM."

Although, according to the AOA site, TOUROCOM is not a branch campus, it has not denied any further branch campuses from being opened.
 
also, the AMA has told all MD schools they have to increase their enrollment by 15% by 2008 (i think that when they have to do it by, im not sure though) to combat the doctor shortage. although im not super well informed about that, i haven't heard any significant talk about a bunch of new residencies opening to compensate for the drastic increase in MD students/doctors. i don't know stats, but a 15% increase across the US in MD students is way more students than the 3 new DO schools that are opening will have.

oh, and i forgot to mention that all the new residencies that are opening in vegas are DO residencies.

well, sorry, i was misinformed. and i may be misinformed about harlem not being a branch campus. i was only passing on what i have been told by my dean (who apparently has the wrong info too) 😳
 
Hmmm, interesting. A closer look at aacomas reveals that indeed, while branch campuses are indicated as such -

" **The accreditation status of LECOM has been extended to its branch campus in Bradenton, FL.
†LECOM-Bradenton is a branch campus of LECOM-Erie."

TOUROCOM has no such indication and is listed as - " *Pre-accreditation status".

I wonder if this is truly an effort to reign in the growth of DO schools, or merely an administrative change?

I added an addendum, because TOUROCOM isn't aactually a "branch" campus. It's only speculation, because it doesn't specifically say so, but I don't see where it says you can have "two" branch campuses. Maybe that's a point.

the quote is from a recent issue of the D.O., the speaker misspoke. The article also was about how the osteopathic school's OPTI needs to stop expanding until they provide a residency spot for every one of their students because the allopathic schools are expanding and will be pushing more graduates back to the osteopathic match. (Unfortunately the licensing board for DO schools hasn't seen the light yet)
