Is it true if we do not pay the app fee, then the schools will not start the reviewing app process? I know this question could sound stupid...😳 but I do want to hear the answer tho...

Yeah, schools won't touch your application until you've paid the secondary application fee.

Yes. Even if they won't consider you as a competitive applicant they always want your money.
