Application complete without LOR?

Has any one received application complete emails so far I have them from NYU, NOVA, and VCU and have not yet submitted my LOR? Is this a mistake???

I received an interview from NOVA without my LORs (I am waiting on the committee to send in my letters). I think it just depends on the school. Some will still review without the letters and get the process started until your letters come.
