If I submitted secondaries a few weeks ago and am just now getting emails that my file is complete, does that mean they reviewed it but decided not to interview me?

It means all the elements of your application (primary, MCAT, secondary, LORs) have been noted as received, your file is now complete, and can now go on to the next step in the process; usually sent to the multiple readers who will now read and evaluate your application. When all the readers have reviewed to applications, it will be queued for review by adcom for II, which may or may not be immediate.

Schools frequently have a person checking through everything manually to make sure all letters, essays, scores, etc. are there, so it's not an automated computer thing. That's why it may take some schools a couple of weeks to mark you as complete.
