Application Fee Waiver?

When I was doing my research on dental schools yesterday, I found that few dental school actually give fee waivers.

Here is what the UCSF says:
"A limited number of application fee waivers are available to socio-economically disadvantaged applicants. Information will be made available to applicants invited to submit the Secondary Application."

Here are my questions:
1. What is secondary application?
2. Do all the school give fee waiver to socio-economically disadvantaged applicants?
3. How likely is it to get that fee waiver (I am pretty sure I am poor enough to get that)?

1. A secondary application is another application that is school specific. Some schools have them, some schools don't. Sometimes, all you really do is reiterate stuff that is on your AADSAS application, and other times there are new questions that the school is curious about. Some schools send them to all applicants, some schools screen applicants and only send them to applicants who qualify. They are usually accompanied by a request for an additional fee to be paid, which is where the fee waiver comes into play.

2. Not all schools will give fee waivers, as far as I know anyways. I've actually never heard of it other than at UCSF apparently. There may be something I'm missing, but if that's the case, sorry.

3. I can't comment. I would assume that since it is available, a lot of people will want it, making it a fairly competitive waiver to get.
