Do the programs always give you the feedback on your application, even if it is rejected?

There are so many applications that they could not possibly give feedback to each applicant.

As the previous statement is true. You can contact the residency programs directly to inquire about rejections. Some programs are responsive and some are not. But if you are curious then I would contact them directly, especially if you were surprised at a rejection.
