Application or Matriculation GPA?

I was curious, are the MSAR GPAs those at the time of application or at the time of matriculation? Additionally, when selecting schools should it be based on GPA at time of application or anticipated at the time of matriculation (following previous GPA trends)?

I feel like I know the answer to the second question already, but could not find the first.
