I have a high school graduation photo and I look EXACTLY the same (others have said I look the same as in high school). Obviously, the photo was taken by a professional company and looks very good. I'm wearing a white dress shirt with a tie (no jacket). The background is a light-brown color like this one: http://erikpaul.com/blog/wp-content/uploads/2011/12/jessica-jensen-professional-portrait-520px.jpg. Does this sound acceptable to submit for secondaries? Does the background have to be white?

Yes, that sounds fine. The background doesn't have to be white. Really, this is pretty simple: as long as you don't look like a dork and your face is clearly visible, you're fine.

Dorkiness is in the eye of the beholder! Just in case though, I put a cropped picture of my face that was taken when I was dressed to go out, lol.

I used the webcam on my computer tot ake a picture of myself.
 
wow I feel dumb. in my apps last year I just cropped out a pic of me from one of my facebook profile pics. live and learn I suppose

After I had submitted my secondaries my boss pointed out that I look like I'm naked in the pic I used.

Applied super late (end of October), 4 interviews, 4 acceptances.

Moral of the story: less is more

Hey! As a fellow female applicant I was wondering your thoughts on the hair situation. I currently have photos now with a pretty serious top knot bun (http://www.lifestyled.com.au/tag/sarah-jessica-parker/) but definitely feel more comfortable with my hair down (super long and blonde). Do you think hair up or down makes a difference?

I don't think it makes a huge difference but the conservative way to go about it would be the bun

I wouldn't do it. You have plenty of room in your application to talk about activities that are important to you, keep the photo simple and professional. The only thing they want to see is your face, which ought to take up ~50% of the image.
