No, not necessarily. However the chances of picking up an interview at this point is slim to none.

i've actually received a few interviews from some rather respectible university programs during the last week... I'm a Caribbean student, so perhaps my portrait was painted with a different brush, but you never know... I've heard that calling a program and expressing your sincere interest helps...

December is when people are cancelling January interviews, so the less competitive applicants could easily continue to have offers trickle in.
