If I am applying junior year of undergrad, can I include the extracurriculars I will be engaging in senior year, the year before matriculation. So if I will have 200 hospital volunteering hours by the time I start med school, can I include those on the application.

I think the general rule is to only include hours that you have already worked before applying to AMCAS, however you can mention in the description section of each activity that you will be continuing the activity through your senior year with X number of hours expected to be completed. Since plans can change and the hours during your senior year are only prospective hours, it is a little risky to put them on your application. AdComs please correct me if I am wrong though.

If these are your only volunteer hours in a hospital setting and you haven't begun them in earnest until your senior year of college, I would be mildly concerned as an adcom about your motivation for med school. If these are hours with a new program and you have prior experience, ignore sentence one.
