Some programs have much later application deadlines such late November or early December. Do they review the applications, and begin the evaluation and selection process before the application deadlines?

I never tested it out to see if it's true and personally I don't recommend it. The deadline just means the date they stop reviewing applications. That doesn't mean they won't have all interview dates filled long before then.

Most don't but I still recommend getting in all your materials as soon as possible

It's best to get everything turned in as early as possible. You're likely to not be as stressed out if you apply early, and to several places.
