I am considering a military scholarship for dental school. once i finish my payback to the military, and have 3-4 years of experience as a dentist, am I still able to apply for a residency?

Yes, there is no limit on when you can apply for a residency. A lot of people decide to specialize later on in their career. Some specialties, such as some endo programs, actually prefer you to have some real life experience before applying.
