i have a pre-dental friend who is not a US citizen or a permanent resident...

i know that for med schools, the chances of acceptance as an international student is very very unlikely...

is it similar for dental schools?

To answer your question in short: possible, yes. getting accepted and able to pay for it, no. Get your status changed and then apply.
 
being able to pay for it shouldn't be a problem if you know someone in the states who can co-sign a private loan for you
