Applying in-state versus out of state

I plan to apply to medical school next year upon the completion of my post bacc. However, I've seen a lot of discussion on applying in-state versus out-of-state. I just had a few questions regarding this manner, for how I strategize during my application cycle.

1) I assume it's easier to get into a medical school of the state you are a resident of? Is that correct?

2) If so, what states are notorious for being "harsh" towards out-of-state applicants? What is the best way to get a handle of that information?

3) On that note, are any states particularly welcoming to out-of-state applicants?

4) Are there quotas for each school for how many in-state and out-of-state matriculants they can receive?

Regardless, I'll apply broadly and strategically, but I just want a better working foundation of the application process. I look forward to your responses.
 
Most of these questions are answered by the MSAR. It would be much simpler for you to go through it than for people to comment on all 50 states.

Maybe easy if you're not in fracking CA, FML.
