Applying only with a usmle strong step 1?

Does this make the programs a little hesitant to accept you? Which programs, especially the NY programs, want a step 2 before in order for you to get an interview?

If you're a 4th yr medical student, Step 2 doesn't even factor in since many MS4s won't have taken it by application/interview time. But even if you're already an MD, a strong Step 1 alone should get you an interview at most competitive programs; if you've already taken or plan to take Step 2 soon, it can either hurt or help you depending on how you do.
 
Thanks for the reply, but what if the step 1 was taken during fourth year itself?
 
I meant USMLE step 1 during fourth yr! I took the COMLEX step 1 before rotations began. Thanks.
