Applying to out of state-state run P-schools

In talking with a few people regarding my applications this year, I've heard two people distinctly say that applying to out of state, state run pharmacy school is a waste of time. They indicated that I'd essentially get a nasty-gram back saying 'apply to your own damn state-run school.' I realize that there's a preference between equal students (or nearly equal) to pick the in-state student, but are things really that dire that they'd turn away highly qualified students just because they are out of state?

For those of you that applied for the '05 term to out of state state run schools what experiences did you have?

It isn't a waste of time if you are a well-qualified applicant. State schools have to accept a certain number or percentage of in-state students since they get funding from the state, which essentially makes it way more competitive for out-of-state applicants. If you have a high GPA, work experience, high PCATs, etc., go ahead and apply whereever your heart desires. In theory it's just easier to get accepted to private schools as an out-of-state applicant.
 
I figured it had, but I can't search worth a darn on the forums today. 😛
