Applying to residency where you grew and have family

Does it matter at all to Residencies that you grew up and your whole family lives in the same part of the state as the residency program? If so, how would you convey this in your application if you have been away from the area for over 8 years?

As a residency/program director how much would this weigh on your decision to take an applicant? If two applicants were similar would this be a tie breaker?
 
Another tactic that has worked for people I know (presumably as some received interviews after, whether they would have gotten them anyways is up for debate) is emailing the program coordinator and highlighting not obvious regional ties.
