Will it be a negative mark?
Yes. Getting arrested, no matter the crime/reason, is always negative. Don't believe me...go ask the guy who got arrested for shooting that writer in Montana how getting falsely accused and arrested is working out for him.
Why is it negative?
You are an adult and you are expected to not have placed yourself in a situation to get arrested in the first place.

How negative will it be?
Well that is partially up to you to decide.
You can just not talk about it and hope they never look into it...(this would be the bad idea).
You can also be proactive about it and try to show you have increased in maturity since the events occured. Although with it being just this past April it is hard to just blow it off as an "imature act," especially with you being a senior level student(I assume this due to you mentioning graduating in the Fall).

My advice to you would be to look at how you can use this as a learning experience. Working with the university is a good idea. Maybe look into any opportunities to volunteer with the police/fire dept.. You can use this to show that you have moved on and are trying to give back .
Also in your LoR make sure you get your writers to mention specifics about your character and judgement(ie that you are not a bad person and these events were the exception, rather than the rule).

Crap happens, but this is a very slipperly slope you are climbing. I would talk to professors and others who have atteneded any form of graduate school. Maybe they can give you advice on how to handle this.

Realistically you'll probably get into a school. That being said, Good luck trying to get a job after. Every company does background checks and they look into EVERYTHING my friend got a drinking in public citation when he was 18 and is still struggling to find a job as a 27 year old. Ridiculous? Completely, Unfair? Absolutely, but it is what it is.
 
Depending where you are, there are definitely some possible hiccups that will go along with these incidents. In Texas, for example, we have to disclose ANYTHING like this when applying for our intern and pharmacist licenses.

I would check your state board's website for their policies on this kind of thing and then I'd be 100% honest when applying to schools. You don't want to get your acceptance rescinded for failing to disclose.
 
What I am most confused about is - How in the heck did you attract enough attention while riding your bike to get "pulled over"? Were you "bike swirving"? Were you riding your bike naked or something? How does one get pulled over while on a bike?

I would have assumed that riding your bike would keep you fairly safe from the po po.

You be surprised the reason cop would pull you over.
 
For what it's worth, I helped interview a student who had a 3.8 GPA, 94 PCAT, 4 years pharmacy experience, and a DWI a year before the interview. We voted yes for his interview but the admissions committee voted no. He didn't get in.

At least in the state of Texas, cyclists are bound by most of the same traffic laws as motorists.
At the University of Texas at Austin alone, I've been struck by cyclists, seen them cited for blowing through stop signs and red lights, etc.
I'd say the average ratio of douchebag cyclists to not is about 9:1
So I'm glad to hear some UPDs are being more active than not about cyclists breaking the law.
