Title says it all. Are out of state applicants viewed the same as in state applicants or is preference given to those who live in state?
Depends on the school. For almost all public schools, the in-state candidates are prioritized.

This information could have been found with a very basic search. You should buy the MSAR before you apply. This information is there.

Most public schools overwhelmingly prefer IS applicants over OOS. Unless you have very strong ties to a state, you most likely aren’t getting into a public school outside of your state. There are exceptions, like Vermont and West Virginia who regularly take many more OOS students than other public schools due to the small number of in state applicants.

Schools like George Washington and Georgetown receive so many applicants in comparison to other universities because everyone recognizes that these schools are open to OOS applicants for obvious reasons, therefore everybody and their mamas apply there and a handful of other private schools.

Yes and no. For public schools OOSers are given far less preference than IS applicants and for private schools all applicants are generally viewed the same.

I wish. CA would be responsible for 80% of the doctors today lol

Looking at the MSAR, it seems even most private schools have more IS matriculants than OOS but that could simply be a geography preference for the applicant.

However, some schools (EVMS for example) have lower stats for OOS than for IS implying that it's easier for OOS students to get in. Why is that?

How much lower (within the distribution of IS or very far away)? What percentage of matriculants are OoS (is sample size skewing the data)?

In this case the school has ~48/52% IS/OOS, the MCAT Median for OOS is 3 points lower than IS, and the GPA is 0.1 lower for OOS so it's rather dramatic. Maybe something specific to this school?

What are the raw numbers though? EVMS is not a big school and it’s likely simply a small n value making it look more dramatic than it actually is. There is also the possibility they take many of their OOS students from their medical masters program and that would lower the OOS numbers a bit as their UG stats are likely lower.

Don’t take the numbers at face value, there is always something going on behind the scenes.
