Medical Area of Critical Need Certificate/License - Restricted or Unrestricted?

I need to know if an ACN type of doctor is an "active, unrestricted license as an allopathic physician under chapter 458" (Florida statue).
The word "unrestricted" determines if a hire or not at a clinic. I've read that restricted refers to issues of behavioral/malpractice - like on probation.
But does this also apply to ACN? Thorough research I cannot find this answer in any DOH or BOM websites. I've sent emails to them and they don't give me an forward answer.
Anyone know? How can I get something in writing to use as proof for litigation if it ever came to that?



My memory of ACN as I'm licensed there is unrestricted still means you have to work in an approved facility. It's not unlimited in that sense (the point of Area of Critical Need).
