Can one begin their Az AEGD without an WREB or other exam...?

Contact the program and ask them directly.

Typically residencies do NOT require you to get a state license, as you are covered under the institutional license of the program (no different than dental school).

You would need a license to moonlight or perform any treatment outside of your program.
