So,I'm applying for dental school this summer. If everything goes as planned and i get in, when ought I to apply for the 4 year Army HPSP scholarships to have best chances of being selected?

You're eligible; but, nothing is for sure. I applied with 3.5, 21 dat and years of professional health care experience and experience in a paramilitary atmosphere and was not selected. Just apply early and hope for the best. I would start the process before Dec. with a recruiter. I would start this process with the Navy and Airforce as well if you really want the scholarship.
Also, collect at least three LOR (that say you would be a good dental officer) and have them loaded up in interfolio with the writers holding on to hard copies that are signed and ready to be mailed (they'll need both).
