ASA lobbying

Perhaps someone more political savvy can enlighten me. I was taking a look at political contributions by the ASA:

There seems to be a lot of money going to opposing groups that promote Democrat/Republican races in about equal amounts. I know the ASA is not partisan and supports many individuals from both parties, but it seems counterproductive to pour equal amounts of money into groups that have specifically opposing goals, and perhaps that money would have greater weight if donated to individuals. Is this simply a case of hedging our bets to have a seat at whichever party is in power?
 
You never know who's going to be in charge. The donations are to build relationships and have the ear of whoever gets elected. It's about relationships, not policy.
