Assign lukewarm/negative SLOE or not?

I'm applying EM and just got back my eval (through school) from my first audition. It says that I did well, am strictly average in all respects, and interested at times but could use more interest and enthusiasm. I'm assuming the SLOE I received says something similar.

Should I send this (my only SLOE at this point) out to programs, or apply with only one letter from non-EM faculty (and wait for more SLOEs, ready in October and late November)? I don't know which is worse...
 
You should assign the SLOE. Having a lukewarm SLOE is much better than the red flag of having an early subinternship where you did not receive a SLOE at all; it leaves us thinking, "what horrible thing happened that this applicant wouldn't show us their SLOE?" We will know you did a rotation there because it will be on your transcript. Definitely upload your 2nd SLOE once you get it.
 
Average is fine. Middle thirds will likely match. It is the bottom third SLOEs you have to worry about
 
As core faculty, we get concerned when we see an ED rotation without a SLOE. Average is good, no SLOE will look bad as we think you're hiding something.

Reviewing tons of SLOE's, most are average because you can't have 90% of rotators in the top 1/3. The top 1/3 is the top 1/3, and people in the bottom 1/3 still match at their top 3 choices many times.
