Of course! They got to get some extra cash some how! Most schools want that money from secondary fees before they look at your app.

Some schools such as UAB don't request the secondary unless you meet certain criteria. And, they're very selective about who gets invited to subimt it.
Thats true thats why I said MOST Schools. Some are nice like that!
what do they usually want in the secondary application?
As far as I know, they ask you a couple of questions regarding your volunteer experience and you have to write essays about them! And some cash along with it! 🙂
Yeah, that's pretty much it. The nice thing is that the secondary is online so you don't have to worry about the post office losing it.
