Avg MCAT score?

Hi,
What ranges do the averages generally signify.. like if avg for a school is 28 or so.. does that mean that they may have accepted people with least score of 22-23 even or is it just 2-3 points..
How strictly are the minimum MCAT scores applied? for example if 7 is minimum in every area would they consider someone with a 6 on occasion?
