I know what B/C stands for but what does BE stand for?

Each specialty has its own Board that sets criteria for becoming certified in that specialty, so you have to look at each specialty individually to determine the requirements for certification. "Board eligible" usually just means that you have completed the requirements neccessary to take the exam, either written, oral , or both, that leads to certfication in that specialty.

Most board certification people expect for people to do a complete residency in their specialty in order to become board elgible. My impression is that a lot of residencies build their programs around satisfying board requirements.

The requirements to be BE in Emergency Medicine are as follows:
"To be eligible for certification in Emergency Medicine through the Board of Certification in Emergency Medicine (BCEM), the applicant must:
Submit a completed Emergency Medicine application with required processing fee, two (2) passport-size photographs taken within the last 90 days, and a notarized signature.
Be in conformity with the Code of Ethics of the American Association of Physician Specialists, Inc., be known in his/her community as an ethical member of the profession, be active in Emergency Medicine, and be a member in good standing with the AAPS.
Be a graduate of a recognized college of medicine confirmed by a copy of an allopathic/osteopathic degree or a letter of verification from the institution where the degree was earned. In the case of foreign medical schools, an English transcription of the document is also required. Graduates of foreign medical schools must also include a copy of the ECFMG Certificate.
Hold a valid and unrestricted license to practice medicine in the United States or its territories and submit copies. License(s) must include date of expiration.
Submit current curriculum vitae which includes medical school experiences and degrees earned in chronological order.
Be certified on the "Provider" level in the Advanced Cardiac Life Support (ACLS) program, Advanced Trauma Life Support (ATLS) program, and Pediatric Advanced Life Support (PALS) program.
All applicants (effective January 1, 2002) must have completed residency training in a program approved by the Accreditation Council of Graduate Medical Education (ACGME) or the American Osteopathic Association (AOA) and deemed acceptable to the Board of Certification in Emergency Medicine. Such training must include substantial and identifiable training in Emergency Medicine as determined by the Board of Certification in Emergency Medicine and approved by the Certification Standards Committee of the American Association of Physician Specialists, Inc.
Be qualified under one (8a, 8b, or 8c) of the following:
Completed an ACGME or AOA-accredited residency in Emergency Medicine. (Meeting this requirement also satisfies the residency requirement specified in item 7.)
Special Consideration:
The applicant must have practiced Emergency Medicine on a full-time basis for five (5) years AND accumulated a minimum of 7,000 hours in the practice of Emergency Medicine AND satisfy either I or II:
I. Completed an ACGME or AOA-accredited Primary Care or Anesthesiology residency (Meeting this requirement also satisfies the residency requirement specified in item 7.)OR
II. Be certified in a Primary Care specialty or Anesthesiology by an AAPS, ABMS, or AOA-recognized board of certification (Meeting this requirement does not satisfy the residency requirement specified in item 7.)
Graduate Training Program: Completed either a 12 or 24-month Emergency Medicine graduate training program approved by the BCEM. Physicians completing a 12-month graduate training program must have practiced Emergency Medicine on a full-time basis for an additional 12 months, before or subsequent to completing the graduate training program. (This Graduate Training Program does not constitute a residency program, and does not fulfill the residency requirement specified in item 7.)
Currently, the BCEM has approved the graduate training programs offered by the University of Tennessee at Memphis and the University of Tennessee at Knoxville.
NOTE: ACLS, ATLS, and PALS do not have to be current at the time of submitting the application, but must be current and on file 30 days prior to taking the examination.
NOTE: Physicians applying under option 8(a) must include a copy of their completed Emergency Medicine residency certificate.
NOTE: Physicians applying under option 8(b) must include a copy of their completed Primary Care or Anesthesiology residency certificate and/or a copy of their board certificate in a Primary Care specialty or Anesthesiology. (Primary Care specialties include Family Practice, Internal Medicine, Pediatrics, and General Surgery.) Applicants are also required to submit independent verification of the years and hours worked in Emergency Medicine, which must be earned in an emergency facility physically attached to a hospital, which operates on a 24-hour, 7-day week basis. The facility must be continuously staffed with a physician ("on-call" hours and hours earned in "walk-in" clinics, or urgent care facilities are not applicable).
NOTE: Physicians applying under option 8(c) are required to submit independent verification of the completed GTP year(s) and hours worked in Emergency Medicine, which must be earned in an emergency facility physically attached to a hospital, which operates on a 24-hour, 7-day week basis. The facility must be continuously staffed with a physician ("on-call" hours and hours earned in "walk-in" clinics, or urgent care facilities are not applicable).
NOTE: Independent verification of hours must be submitted on letterhead stationery (from someone with access to information regarding the physician's experience) itemized by year and number of hours earned each year. Hours may be presented over a 12-month consecutive period or a calendar year. Contract group, emergency room director, or hospital medical staff administration must complete verification. NOTE: Applicants must have been working full-time Emergency Medicine for the 12-month period prior to application and must be currently working full-time Emergency Medicine in an emergency facility acceptable to the board. BCEM considers 1,400 hours per year as full-time.
Submit three (3) letters of recommendation from Diplomates of an AAPS, ABMS, or AOA-recognized board of certification. Letters of recommendation must be current and on letterhead stationery, which includes a telephone number. Letters submitted on plain paper without an address or telephone number of the signatory are not acceptable. The BCEM requires original letters; copies are not acceptable. The BCEM recommends that the letters be sent to the applicant to be included with the other application documents.
Verify staff privileges by means of a letter from the administrator of each hospital at which privileges are held confirming good standing at that hospital.
Submit a documented report of a minimum of ten (10) Emergency Medicine cases for which the physician had the lead management role. A sample case report is provided with the application materials. Not all cases can be documented to completion. Case reports shall only include information on the care and services provided by the applicant. At the point where a patient's care is transferred to another physician or facility, the applicant's case presentation is complete. The applicant must sign each case. Case reports must be properly bound (see Case Report Requirements below) and include an index and written verification of accuracy by the facility's administration. Verification of case report validity must be on hospital letterhead. Case reports not presented in accordance with the description provided by the BCEM will be returned. The BCEM recommends that applicants keep a copy of all documents submitted.

Therefore, it appears that without having done a full EM residency you must have at least 1 year EM training and at least 1 additional year of clinical experience in EM to be BE.

In addition, ABEM now requires an annual exam on recent literature in addition to another major exam every 10-years to maintain your board certification.

Very few ED directors place any stock in BCEM certification. All the EM physicians I know, as well as myself, put no value on BCEM certification. BCEM's main requirement is that you pay BCEM a bunch of money every year to maintain BCEM certification. Few hospital administrators place any weight on BCEM certification, while ABEM certification is quite important.

Quite correct. "The American Board of Medical Specialties (ABMS) is the umbrella organization for the 24 approved medical specialty boards in the United States." (www.abms.org) They do not recognize the BCEM designation at all. To most of us in the field, BCEM is a farce designed by a few to try to forcefully break into a field in which they are neither trained nor qualified to work.
