"back-up" programs

I am not sure if this was asked already, but what peds programs, if any, could be considered "back-up" programs, or less competitive, or look more at the person than the numbers.....

i've applied to a few programs but don't really consider any of the programs "back-up" programs, i mean i think i would be lucky to go to anyone of them.
