balanced redox reaction in berkeley review?

If anyone has the BR gen chem book II, on page 263

I noticed that the reaction on the bottom of the page isn't balanced (they didn't include enough hydroxide ions to balance out the charge or the number of each atom)

Am I right or wrong?
